Tal Valan was the brother of Admiral Rabler Valan and Lunimaster of the local Luminado branch on Yashuvhu. He was manipulated by Arch'elie'lia into aiding the Chiss in taking over Yashuvhu. Months later, he rebelled against the Chiss, founding the Yashuvhi Separatists.
