The Cities of Refuge were a location on the planet Andor. These settlements were created by the Andorian of the southern polar regions in order to protect themselves from the aggressive northern invading clans. It was in these cities where the hotheaded aggressive Andorians who were guilty of crimes of murder were kept safe from possible retaliation from avenging relatives. However, those that entered the city were required to join the city's defense forces for the next ten years. Through the Cities of Refuge, the southern Andorian clans were kept safe and allowed them to develop advanced technology. (FASA RPG module: The Federation)
