She was born to Tahiri Viela, the end-result of a single night with Anakin Solo on The Exquisite Death during the mission itself. In the months after Ebaq 9, Tahiri had disappeared, and when Luke found her, he found Noelani. Deciding that Tahiri was too young to have a child, he mind-wiped all memory she had of Noelani and took the girl to Huff Darklighter on Tatooine.
