Political parties in the State Duma appoint one leader for their party and that party leader is responsible for opening and closing discussions on laws within the chamber. The Council of the State Duma is an informal grouping of the Chairman of the State Duma and all Duma leaders which meet when the President and Minister-President and hand down legislation to the Duma specifically.
