Rafael Ramos was the captain of the Libertad, a Panamanian registered ship. On one voyage the ship was raided by US Federal Agents while it was docked in San Pedro Harbour. The agents discovered 100 kg of caffeine, with a street value of $8,000,000. Captain Ramos, along with his first mate Jorge Antonio San Martin and three others, all Colombians, faced smuggling charges.
