ZipChip collars are illegal devices worn around the neck that speed up the synapsies of the brain to work as efficiently as a computer. A key componet of the collar was a "bio-microchip" manufactured by OCP. The police were unable to learn where they were being distributed in the city, who was stealing the bio-chips and unable stop citizens from purchasing them. Later RoboCop discovered that a man named Clarence Boddicker was behind the the entire operation.
