Kioka was a Copper Islander who lived during the 5th century HE. She was a member of the raka conspiracy and also was part of Aly's spy pack. She received spy training from Aly during the winter of 462 until spring of 463 when the Balitang family returned to Rajmuat from their exile. Kioka often accompanied Aly outside of Balitang House in disguise with other members of the spy pack. She has disguised herself as a player and a guard.
