Paul Hendrix was an agent with the Center for Environmental Protection who was going to get a restraining order against Bob Rickman's Smallville building project in 2002. Paul discovered that the groundwater in the last town where Bob built a plant was poisoned with vinyl chloride. He conducted an investigation and put together a case for a judge, but when Bob shook his hand, he was persuaded to jump out the window.
