Lashute is the final dungeon in Phantasy Star III: Generations of Doom. It is a floating city on a lake in Terminus. If you visit the city before getting the Nei weapons, everyone in the city will be nice to you. For example, a lady says "Why don't you rest a bit in this city of Lashute" and Rulakir says "Waves of blackness wash over you" and you do not fight him.
