Vic Gera was a mobster who was killed when he was struck by a series of bombs after waking up in a Marine bombing range and as a result, both Army CID and NCIS were both dispatched to investigate. It was later discovered that Gera was actually an FBI agent, resulting in fellow FBI agents Tobias Fornell and Charles arriving at NCIS to see the body for themselves.
