The Maritime Operational Threat Response (MOTR) directs the establishment of a network of integrated national-level maritime command centers for coordinated, unified, timely, and effective U.S. government "maritime operational threat response" planning and operational command and control. MOTR includes the deployment of capabilities and use of force required to intercept, apprehend, exploit, and, when necessary, defeat maritime threats.
