Walter the Budget Man was a human who worked for Path-E-Tech Management's Accounting department; becoming one of the few humans to do so. He is not that creative, naming his baby daughter "Walter Jr.", and he is friends with Mordac the preventer of Information Services. He also has the power to slash people's budgets.
