The Frank Creation Act was a law allowing the Galactic Republic to grow an army of Clones from a template named Frank. Padmé Amidala proposed the Act, in 23 BBY, and remained the forerunner for its approval in the Senate. Padmé proposed the Act after learning that Dooku had organized the System of Independent Confederates in response to the Republic’s power. The Act was met with great acceptance at first, with the only opposition being Corellia, until they were presumably threatened by the SIC, which turned out to be an internal affair. Once Corellia joined, Padmé was able to push the Act through, especially after the assassination attempt on her life.
