The Bureau of Humanity, formally known as the Divine Witnesses of Human Works and Deeds, is one of the five bureaus of the Celestial Bureaucracy, along with the Bureaus of Destiny, Seasons, Nature, and Heaven. The Gods of this bureau organize and oversee the works and dwellings of humanity. In the Second Age, their hierarchy deals primarily with places; the authority of the Department of Universal Human Affairs, the branch of the Bureau that deals with concepts and human activities, has been stripped away in recent centuries by the Department of Abstract Matters in the Bureau of Heaven.
