Purkell was a city located on the planet Skako Minor, and headquarters of the Techno Union. The facility had D-wing droids and octuptarra magna tri-droids guarding it, and was where the organic decimator was created. During the Clone Wars, ARC trooper Echo was experimented on there, and he was rescued during a Galactic Republic mission to the planet, with the facility being damaged in the process.
