William Dorsey is a former NYPD officer from the 67th Precinct who arrested rapist Ray Schenkel back in 1985, when Ray was running a two-man operation with his cousin Carl. Though long since retired, he was on alert when Ray was released from prison, and gave Ray's name to Detective Elliot Stabler. (SVU: "Demons")
