Doctor Billy Boltavolt is a mad scientist on Zargon and creator of many evil inventions. He has a crush on Selena, which she doesn't share. Because of the superheroes thinking of him as inferior for not having superpowers, he created a hypnotic beam to control the minds of the heroes and steal their powers. He used the stolen powers to create the Universo Mecha to destroy Zargon. An inferior Universo version was destroyed and he accidentally launched rockets that hit Selena's sub seemingly killing her in the process.
