The Presider of the Parliament Andoria is the head of government for the Andorian Empire, one of the founding Federation Members. The office of Presider and its accompanying parliamentary democracy was founded in the 19th century by Thalisar the Last, the monarch who united Andor's warring clans and deliberately died childless so that her new parliamentary democracy would survive.
