Equipment Control Key Codes were codes used by the Forerunners, presumably to ensure that no one else (especially the Flood) could use equipment designated for Forerunner use. As of Fleetwide Memorandum 3/5, all personnel were required to register their equipment control key codes with Forerunner Fleet Command. Compliance was not optional.
