The DMV (Department of Motor Vehicles) is portal through which escaped souls are sent back to Hell. As described by The Devil, those places that seem like Hell on Earth, really are. Gladys, a demon, works at the DMV on Union Street, and manages the transfer of vessels that Sam has collected to return to Hell.
