The Russian Empire is a magical sovereign state that was founded in 1721, from the Tsardom of Russia by Peter I. Despite the Russian Revolution, magical Russia remained a monarchy, with the Emperor (Tsar) as its sole ruler, despite the existence of a Council of Ministers. The Russian Empire has been ruled by at least three dinasties (four if one separates the parent House of Romanov and its cadet branch, the House of Holstein--Gottorp-Romanov, known better as simply the House of Romanov), which are the Romanov dinasty, the Brigantine dinasty, and a junior branch of the House of Habsburg.
