The composition and powers of the National Assembly are established in Article 4 of the United Commonwealth Constitution. Assembly districts are composed by nonpartisan redistricting commissions which are established by the judiciary, as prescribe in the constitution. Because the composition is not based upon states, the independent commissions balance the districts to include rural and urban areas, creating diverse and competitive districts. The National Assembly is composed of 300 popularly elected members through a series of primaries and general election that utilizes the single transferable voting system.
