The Technical Conservation Act of 1778 PD was a statute enacted in the People's Republic of Haven in 1778 PD to prevent technicians, engineers and other scientists from leaving the Republic, nationalizing their expertise as "resources of the Republic". (UHH) The Maslow System later followed up with its own version, the Technical Conservation Act of 1815 PD. ("House of Steel") When Wayne Alexander criticized the Act, he was sent to Hades as a political prisoner. (HH9)
