The Aqua Big Brother Protection Agreement was a protectorate bloc led by the Aqua Defense Initiative. The bloc, at its height, had four protectorate members—the Prussian Empire, Sphinx Order, the Equal Rights Alliance, and the League of Soviet Nations.
