Officer Miller is a member of the Vice City Police Department in 1986, who can be heard on VCPD radio chatter in Grand Theft Auto: Vice City. Miller can often be heard arguing with Officer Jones, responding to crimes, or making jokes about his fellow officers to Jackson, the VCPD radio controller.
