Vector 4 Depot is a facility located in the small South American country of Costa Bravo. Costa Bravo just erupted in civil war. During one of the shellings, the U. S. Ambassador to the country, George Morehouse, and his wife Judith become trapped in a building at the Depot. One of their help signals is picked up by the OSI, who then sends in agent Jaime Sommers to rescue the two.
