After Sato's death in Los Angeles, California, Tokai rose to power and wrecked havoc on the main districts in Tokyo, turning them from places of peace to places of organized crime. When Scott Monroe rescued Akira Matsubara, Akira recruited Scott to help them get back their respective districts and restore honor. The Sanro Kai were later taken captive by Tokai, and then rescued by Scott.
