Blind Target is a special item modifier, that lowers the affected targets ability to hit percentage, to 5%, not by 5%. This modifier acts in a similar fashion to the Necromancer Curse, Dim Vision and has an effect similar to the Assassin Skill, Cloak of Shadows.
