It works just like Operation: Anchorage. After installing it, wait a few minutes and a message will appear on the screen stating there is a new radio frequency in the Wasteland. Then go into your Pip-Boy, quests, and choose Into the Pitt. That will place a map marker far to the north, near Fort Constantine.
