Isawa Choyo was an Emerald Magistrate of the Phoenix Clan. She was appointed to Ryoko Owari Toshi, and Choyo left her station in 1118, being replaced by Matsu Shigeko. During her time in the city she employed an eta, Eyebrows, who had certain skills in observation of dead corpses.
