With the nation watching, Bruce Wayne spoke eloquently on behalf of Gotham City to a senate committee. When speaking for Gotham City, the Batman family watches Bruce in the Batcave as he speaks. The Gotham City Police Department also listens on Bruce's speech, and some agrees that Gotham shouldn't be torn down for a construction project. Some other people also agree, but their own opinions are restricted, since they are either incarcerated in Arkham Asylum or Blackgate Prison. Also watching this, is an unknown villain that will make sure that Bruce Wayne won't impact the start of construction in Gotham City.
