Imperial Decree No.117 was a proclamation made by Emperor Joran Thorn in 16 ABY, first as an adress to the Confederate Senate and then to the general populace. In it, he proclaimed the dissolution of the old system, introducing a new system where each system elected ONE representative. Minority groups would be represented by non-voting Legates. The Chief Senator would no longer be elected among the Senators, but chosen by the Emperor to represent his interests. In closing, he appointed the first Regional Governors:
