An amateur archaeologist once stumbled upon a weird book in an excavation, intrigued by what it contained he started trying to decipher it, eventually coming to the conclusion that it was written in an ancient language, namely latin. After 3 years of translating it, he realized he had discovered one of the oldest list of techniques known to man, which sole purpose of creation was to fight Devil Fruits on equal grounds, thus explaining it's name meaning "Just War" as the only way a war would be fair was if anyone without a devil fruit could battle on equal grounds with one.
