Probably the Judge, because at full-strength, he was capable of incinerating dozens of human beings at once. In terms of pure physical strength, the Judge's power is unknown. Adam was definitely stronger than the Master, because season 1 Buffy managed to overpower and defeat the Master, but season-4 Buffy couldn't really hurt Adam until Willow's spell created "Uberbuffy".
