There's no numerical rule: just use common sense. Sometimes very short pages can stand alone, because there's no good place to merge them into, while pages with multiple sections can still be merged if they fit nicely in a page with a broader topic. * Don't put opinions in the main namespace: the "main namespace" is what most pages fall under; it counts as any page without a "xxxx:" thing in front of it (e.g. "Qi-Wiki:Policy" is not in the main namespace.
