In order to change the power without adding more chakra, the shinobi must change how quickly the water chakra is rotating around the opponent, which would change effect the water in the same way and by the same amount. The size can be increased without adding more chakra by spreading out the water chakra in the water more, which would affect a larger area and cause the whirlpool to expand. Shinobi who use this technique more often than not will use Water Release: Waterspout right after because the technique was created for such a purpose. This may be why the technique is considered a supplementary spell as well an offensive technique because it sets the user up to perform Water Release: Waterspout. Water Release: Whirlpool can be used by itself to great results, especially when combining it with a Fūinjutsu to seal the target in the whirlpool.
