A resident of Poplar, he was a member of Poplar Borough Council representing Bromley North East from 1919–28 and a poor law guardian for the Poplar Union. He was involved in the Poplar Rates Rebellion, but was not imprisoned. He was also a member of the Metropolitan Water Board. From 1922-28 he was a member of the London County Council representing Stepney, Whitechapel and St George's.

At the 1929 General Election he stood as Labour's candidate at Bethnal Green South West, but failed to unseat the Liberal Party MP, Percy Harris. At the 1935 General Election he stood for parliament again at Norwich, but again without success.
