Richard Stiles Alllen (1880-24 February 1948) was a licensed victualler and local politician active in the Marylebone area. A member of St Marylebone Borough Council, he was Mayor of St. Marylebone on seven occasions: 1927-28, 1935–36, 1936-37 1937-38, 1943–44, 1944–45 and 1945-46. He also represented St Marylebone on the London County Council for six years: appointed a councillor to fill a war-time vacancy on 5 March 1940, he served until the next council elections in 1946, sitting as a Municipal Reform Party councillor.
