The goal of this organization was to use mind control as a weapon in itself, and planned to sell their child subjects to allow the takeover of regions without the use of more traditional bioweapons which could bring socio-economic problems. With the creation of the first E-Type, the E-001 (or "Eveline") in 2014, competing companies became seriously concerned of their survivability in the changing market. The organization was forced to take Eveline into hiding, transporting her on an LNG carrier to another lab. When the ship was attacked and the rogue Eveline found herself in Louisiana, the organization chose to allow her to continue living there and set up a lab in a salt mine, and providing Lucas Baker with suppressants to enlist him as an agent. Lucas kept in contact with the group, keeping them up to date with Eveline's condition while in hiding.
