In September 2011, Russia and several allies, including China, proposed the International Code of Conduct for Information Security to the United Nations to standardize a code of responsible behavior in cyberspace. The United States opposed the proposal on the grounds that it sought to shift governance of the Internet (which is currently done by various U.S.-based nongovernmental international organizations) to authoritarian regimes that might attempt to curb the open culture of the Internet.
