Given the plant-based theme and the fact it was in an are of Coruscant covered in plant-shaped lights and Spero's yellow fungus, it likely was either made by or catered to Ho'Din.

Mara Jade Skywalker and Anakin Solo came here investigate Tekli's suspicions that there was Yuuzhan Vong activity going on here. Mara noted that since the Vong did not like mechanical "abominations", they would probably choose this place to come to.
