This planet had no planetary defense system and was headed by a chairman. In 2367, an ancient unmanned sublight freighter carrying toxic waste was pulled into orbit around Gamelan V, and began leaking massive radiation into the atmosphere. Ambient radiation levels increased by upwards of 3,000%. Chairman Songi, the planet's leader, contacted the USS Enterprise-D, under the command of William Riker, for help.
