Usagi Kijimo was a representative of the Hare Clan in the winter court at Kyuden Bayushi. In 1171 he exalted the Tonbo as an example of self-sacrifice in the name of the Empress Iweko I and her Empire in presence of the Imperial Chancellor Bayushi Hisoka. Kijimo suggested Hisoka could offer a proposal to reward those veterans of this battle with a second family name, one to show the distinction of their glory. Hisoka agreed. The name of this new family was not confirmed at that time.
